## Problem

The auction block calendar renders bare local wall-clock times with no timezone label, so a manager on the West Coast reads the same `h:mm A` as a manager on the East Coast and they pick different instants for one stated time.

Caused a real Pacific/Eastern split on league 1 tonight (2026-09-07): two managers opted into 6:30 PM local, each believing it was the announced 6:30 Eastern. The other finding that caused an incident today has its own task (`█████████████████████████████████████████████`).

Both format with `h:mm A` and no timezone token. League schedule times are announced in Eastern.

## Plan

- [ ] Decide the display timezone: render all block-calendar times in one labeled zone (Eastern, the zone announcements use) or in the manager's local zone with an explicit label. Verify: pick the zone from a single source, not per-format-site.
- [ ] Add the timezone to the format(s). Verify: the rendered string names the zone (for example `6:30 PM ET`), not just a bare clock.
- [ ] Sweep the whole component for every `format('h:mm A')` / `format('ddd MMM D, h:mm A')` call and label or convert each; a new unlabeled site is a recurrence of the same incident.
- [ ] Regression guard: a visual check that a manager on Pacific and one on Eastern read the same instant for one stated slot.
